
Starting a Non-Governmental Organization (NGO) in Uganda requires compliance with both the Uganda Registration Services Bureau (URSB) and the National Bureau for Non-Governmental Organizations (NGO Bureau).
The process differs depending on the category of NGO you intend to establish i.e. Indigenous, Regional, Continental, Foreign, or International. This guide sets out the practical steps and requirements that must be followed
Step 1: Incorporating a Company Limited by Guarantee
Before applying for NGO status, you must first incorporate your organization as a company limited by guarantee through Uganda Registration Services Bureau
- Reserve a Name
- Visit the URSB name reservation portal at ursb.go.ug/name-reservation.
- Fill in the online form and submit for approval.
- Prepare Incorporation Documents
- Download the relevant forms from ursb.go.ug/business-registrationforms.
- Key documents include:
- Form 20 (Appointment of Directors and Secretaries)
- Form 18 (Company’s address)
- Memorandum & Articles of Association
- Attach passport photos and valid IDs of all subscribers.
- Submit Forms and Pay Fees
- Scan and upload the completed documents along with proof of payment via ursb.go.ug/registrations.
- Fees are paid through Uganda Revenue Authority (URA).
- Obtain Certificate of Incorporation
- This certified certificate is mandatory before proceeding to register with the NGO Bureau.
Step 2: Registering with the NGO Bureau
After incorporation, you must register with the NGO Bureau to obtain a Certificate of Registration and a Permit of Operation. The requirements vary depending on the type of NGO:
1. Indigenous Non Government Organisation.
An Indigenous NGO is fully owned and run by Ugandan citizens.
Requirements:
- Completed Form A and Form D, signed by at least two founder members.
- Letter to the NGO Bureau Executive Director requesting registration (include objectives, area of operation, and years applied for—maximum five).
- Certified copy of the Certificate of Incorporation.
- Annual work plan and budget.
- Constitution or Memorandum & Articles of Association (with dissolution clause).
- Governance structure chart.
- Minutes, attendance list, and resolution authorizing registration.
- Founder members’ IDs and passport photos.
- Recommendation letters from:
- The District NGO Monitoring Committee (DNMC), and
- The relevant Ministry or Government agency.
- Proof of payment of prescribed fees.
- Compliance with Section 45 of the NGO Act, 2016 (staffing requirements).
- Data Protection certificate (to be submitted within one month after picking up permit).

- Certificate of Registration – UGX 100,000
- Permit of Operation – UGX 60,000 per year
2. Regional NGO
A Regional NGO is incorporated in one or more East African Community partner states.
Requirements (in addition to Indigenous NGO requirements):
- If incorporated outside Uganda, submit a certified copy of the incorporation certificate from that state.
- Use Form N if incorporated outside Uganda.
Fees:
- Certificate of Registration – UGX 100,000
- Permit of Operation – UGX 60,000 per year
3. Continental NGO
A Continental NGO is incorporated in an African country outside the EAC and controlled by African citizens.
Requirements (in addition to Indigenous NGO requirements):
- Certified copy of incorporation certificate from home country.
- Certificate of good conduct for at least two board members.
- Curriculum Vitae of at least two board members.
- Recommendations from:
- DNMC
- Relevant Ministry or Agency
- Ministry of Foreign Affairs of Uganda
- Accredited Government or Mission
Fees:
- Certificate of Registration – UGX 260,000
- Permit of Operation – UGX 400,000 per year
4. Foreign NGO
A Foreign NGO is controlled by non-EAC citizens and operates in Uganda with permission from the NGO Bureau.
Requirements:
- They are similar to Indigenous NGO requirements.
- Certificate of Incorporation (from URSB or equivalent).
- Recommendations from DNMC and the relevant line Ministry.
Fees:
- Certificate of Registration – UGX 520,000
- Permit of Operation – UGX 400,000 per year
5. International NGO
An International NGO is incorporated outside Africa and controlled by non-EAC citizens.
Requirements (in addition to Indigenous NGO requirements):
- Certified copy of incorporation certificate from the country of origin.
- Certificates of good conduct and CVs for at least two board members.
- Recommendations from:
- DNMC
- Relevant line Ministry or Agency
- Ministry of Foreign Affairs of Uganda
- Government or Mission accredited to Uganda

- Certificate of Registration – UGX 800,000
- Permit of Operation – UGX 400,000 per year
